Key Qualification & Eligibility Guidelines

To ensure a smooth grant application process, please review the core parameters and requirements set by HRD Corp:

  • Who Qualifies: HRD Corp grants cover Malaysian employees who are legally employed and registered under EPF and SOCSO.
  • Company Eligibility: Your company must be a registered HRD Corp levy contributor with an active levy balance and no outstanding payments.
  • Reimbursement Is Subject to Your Levy Balance: The amount claimable depends on your company’s available levy balance. The higher your balance, the more you can claim.
  • Training Must Be Held in Malaysia: All programs claimed under SBL-Khas must be conducted within Malaysia, whether in-person or online.
  • Group Size Matters: In-house training supports between 2 to 50 participants. For public training, it covers 1 to 9 participants per session.
  • No Upfront Payment — With One Exception: In most cases, no upfront payment is required. However, a training provider may request up to 30% of the course fee in advance, subject to agreement between both parties.
